Dear Mr. Boulette:
SUBJECT: PILGRIM INSPECTION 93-20
This refers to the safety inspection conducted by Messrs. J. Macdonald, A. Cerne, and D. Kern,
of this office on November 2 to December 6,1993 at the Pilgrim Nuclear Power Station,
Plymouth, Massachusetts. Areas relevant to the health and safety of the public examined during
this inspection are described in the enclosed report. Our findings were based upon observations
of performance and independent evaluations of safety systems and quality records.
The
preliminary results were been discussed with Mr E. Kraft and other members of your staff at
the conclusion of the inspection.
This report includes a detailed inspection of the high pressure coolant injection and reactor core
isolation cooling systems, which found that the systems are well maintained. The Betterment
Program established by your staff following poor response by both systems during a September.

1990 feedwater system transient has been effective in resolving longstanding system deficiencies,
and in correcting risk-significant failure modes. System engineers were also found to be
knowledgeable in the design, operation, and status of the systems and were observed to actively
seek industry and vendor operating experience.
