License SNM-362, but the total quantities for each authorization are not to exceed 100 yCi for Cd-109 and 0.1 #Ci for Am-241.
By application dated i
September 22, 1993, NIST requested the offsite use of lead-in-paint detecting i
devices.
Each device contains no more than 100 millicuries of Cd-109 or Am-241. By letter dated October 18, 1993, NIST revised the application in its entirety, not only to address the information provided in the September 22, 1993, submittal, but also to include more detailed information.
Discussion 1
The licensed materials will be sealed sources, an integral part of the lead-i in-paint detecting devices. While in use offsite, the devices will be attended by NIST trained personnel. Since the requested materials are sealed sources, the principal pathway of exposure to an individual is external radiation.
Per a telephone conversation with Mr. Tom Hobbs of NIST, the external exposure rate, 30 cm from the device, is not measurable.
To ensure that the sealed Cd-109 and Am-241 sources are leak tight, the sources will be leak tested every six months.
Catecorical Exclusion Based on the information submitted by NIST, the staff has determined that the criteria in 10 CFR 51.22(c)(14) for categorically excluding an action from an environmental review have been met. Therefore, neither an Environmental Assessment nor an Environmental Impact Statement is necessary for this proposed action.
CONCLUSION / RECOMMENDATION Based on the discussion above, the staff concludes that the proposed operation can be conducted safely. Approval of the amendment application is recommended.
