5 Background

7 Tennessee Valley Authority (TVA) is licensed under NRC Materials License No1.

On November 18, 1988 TVA submitted an application requesting approval for, among-otherthings,abolishingtheonsitehealthphysicsorganizationandperforming i

its functions using TVA's corporate Radiological Control (RADCON) personnel.

In view of the construction deferred status-of the plant, the NRC approved the request on January 13, 1989. On June 28, 1990 TVA submitted the current application to effect further organizational changes for the radiation i

protection functions.

The proposed revision in the radiation control section of the license reflects organizational changes and reassignment of specific' functions.

Radiation protection support will be provided by the Radiation Protection Officer (RPO)'

of the Occupational Health and Safety staff of TVA, located offsite at Muscle Shoals, Alabama, about 60 miles from the plant. The RPO will be assisted by a staff of health physicists and health physics technicians and will be.

responsible for preparing radiologiceI control procedures, conducting area and contamination surveys, and advising alant personnel on radiation safety matters.

The RP0 and the health physicists will all possess at least the minimum l

qualifications of a baccalaureate dogree and 2 years' experience in health physics related areas. The RP0 vill also provide personnel during visual inspection of the fuel.

The responsibility for providing personnel dosimetry as required and for calibrating portable radiation protecti e instrumentation will be with TVA's i

Western Area Radiological Laboratory, aise located at Muscle Shoals, Alabama.

All of the above functions are at present the responsibility of the RADCON group, who are located 100 miles away in Chattanooga, Tennessee.

I Tennessee Valley Authority 2-l Conclusion / Recommendation The staff finds that the proposed changes to the license will have no adverse effect on public health and safety or on the environment. Approval of the amendment is recommended.

The Project Manager, Division of TVA Projects, NRR, and Region 11 personnel have no objection to the proposed amendment.-
