2 Summary: Areas Inspected: This was a special closecut survey inspection which included a review of the former licensee's (listed above) activities associated with the decontamination and remediation of their formerly used facilities located at the above listed addresses. This inspection was in response to an NRC project in which an evaluation of 17,000 retired licenses was conducted by an NRC contractor, Oak Ridge National Laboratories (0RNL). On the basis of the information in the retired license files, sites having a potential for residual contamination were to be investigated further. Due to the lack of specific information in the retired licensee's files, ORNL concluded that the former facility used by Rad Science Corporation (Tison-Pease) during the period of 1960-1963 could have residual contamination. Results: The NRC and State of California inspectors did not identify any radiation levels above natural background within the facilities or surrounding environment, and contamination surveys that were performed during the inspection did not identify any loose surface levels above the limits provided in Table 1 of Regulatory Guide (RG) 1.86, " Termination of Licenses for Nuclear Reactors." Based upon this inspection, discussions held with a former employee of Torrence Extrusion Corporation, and the review of previous Atomic Energy Commission (AEC) inspection reports, it is concluded that the facility had been successfully decontaminated to levels below the NRC release criteria provided in RG 1.86. 1 1 l l l

Backaround AEC License No. 4-6953-1 was originclly issued to Tison Nuclear, Division of Tison-Pease, Inc. on November 23, 1960, for what appears to be the manufacturing of leak detection devices. The license authorized the use of Krypton-85 and any byproduct material between Atomic Numbers 3-83 for use in American Electronics Model L3L Radiflo Units for experimental, production manufacturing, testing, and storage of the Radioflo Units. The license autSorized that manufacturing of the Radioflo Units be accomplished at American Electronics, Inc., whose address was listed as 9459 W. Jefferson Street, Culver City, California. The license also listed street addresses of 2222 South Sepulveda, Blvd., Los Angeles, California and 1519 Pontius Avenue, Los Angeles, California. On March 1, 1963, the license was amended. The amendment authorized that the byproduct material could only be used at temporary job sites of the licensee throughout the United States except in Agreement States as defined in 10 CFR Part 30.4(u). The current files do not clearly define if work also was performed at the 2222 South Sepulveda and 1519 Pontius Avenue addresses. The inspectors could only assume that the work was performed at the American Electronics facility located in Culver City. Because of the uncertainty, however, closecut surveys were performed at all addresses listed on the licenses. A review of the expired license files did not show any documentation of a closecut survey. Closecut surveys were performed at each of the locations listed herein. Additionally, closeout surveys were performed at 1527 Pontius because of a modification that was made to the 1519 Pontius Avenue address in 1988 by Bell Industries, Inc. The modification included the installation of a common opening (i.e., doorway) between the 1519. Pontius Avenue and 1527 Pontius Avenue addresses. Previously the two buildings were separated by a common brick wall. Additional information was obtained by personal observations of the inspectors and from current discussions held with the individuals listed 1 in Section 1. This information is presented in Sections 3 and 4, below.

2 3. Facility Status Except for the 5000 square-foot 1519 Pontius Avenue facility (Attachment 2), the current tenants at each of the locations had changed hands since the license was terminated. The owner of this facility stated that he had purchased the building shortly after it was constructed and then leased it to Tison-Pease, Inc. in the early 1960s. He stated that he did not know the nature of Tison's activities, except that they performed government contract work. He said that Tison-Pease filed a " Chapter Eleven

  • shortly after they occupied the 1519 Pontius Avenue facility.

It could not be determined the extent of any additional remodeling that had been made to the facility since license termination, because no drawings were found in the terminated files. The evner added that he was subsequently contacted by either the Stat"e or County shortly after the " Chapter Eleven" and was informed that the facility was safe and that it could be leased out again. The 1519 Pontius facility was subsequently leased to Bell Industries, a computer firm, in the late 1980s. Bell Industries also leased the adjcining 6000 square-foot building at 1527 Pontius Avenue and made the modification discussed in Section 2. The two buildings had been separated by one common brick wall until it was modified by Bell Industries. The Operations Manager of Bell Industries stated that the 1519 Pontius Avenue facility was rcmodeled shortly after it was leased. Thn remodeling included the addition of offices, bathrooms, a conference room, a computer tape storage room, a printing room; and several storage rooms. The current owner of the approximately 6000 square-foot facility located at 2222 South Sepulveda (Attachment 1) did not know much about its prior history. The facility is currently handled by a real estate agent. A major portion of the facility is leased to an automobile repair company and part of the facility includes a two story apartment that is leased to an employee who works for automobile repair company. Drawings in the old AEC files indicate that the apartment building may have been used to manufacture the Model L3L Radioflo Units. The current owner of the manufacturing facility loctted in Culver City, California was also not completely aware of the facil"v's prior history. It should be noted that the facility includes a 28, 00 s 'are-foot building and an underground facility of approxima ly hi0 square feet. The underground structure is built under a parkin 9t and is not a part of the 25,000 square-foot building. The bunker it.w rently being used as a storage area. It is located approximately 100-150 feet behind (the west end of) the 25,000 square-fcot building. Drawings in the old AEC file indicate that the underground structure was used as the manufacturing area for the Model L3L Radioflo units referenced in the license. It should be further noted that the 9455 Jefferson Street address was previously occupied by Reed-Curtis Nuclear Industries, Inc., during the period starting on January 31, 1959. Reed-Curtis was authorized to collect wastes for storage and disposal at sea under AEC License No. 4-748-4 (see Region V Inspection Report 4-748-4/93-01). The current owner of this facility had an independent environmental study of the soil adjacent to the underground structure performed by an j

3 independent party (see Attachment 4) before purchasing the property sometime around 1989. The study reported that radioactivity in the samples did not exceed natural background radiation levels. The current owner also had a copy of an old AEC letter, dated November 21, 1961 (Attachment 5), which stated that the facility had been decontaminated in a manner satisfying the criteria contained in an AEC letter dated January 17, 1961. The ORNL files supplied to Region V did not include any correspondence beyond the year 1959. The Region V files, dated 1959, revealed that the latest License Amendment was 4-748-4 and not 4-748-3 as provided on Attachment 5. 4. Indeoendent Measurements The NRC and State of California inspectors conducted radiological surveys of each of the facilities listed in the license amendments. The radiological surveys included both direct measurements and a contamination survey to check for loose surface radioactivity. The inspectors toured each of the si*.es (see Attachments) and conducted independent radiation surveys with tte following instruaents: a. Ludlum Model 3 Survey Meter, NRC Serial No. 035644, with a pancake probe, Geiger-Muller (GM) tube, and scintillation probe, due for calibration on June 23, 1993. b. Eberline PRM-7 Micro-R/hr Meter, NRC Serial No. 008596, due for calibration on April 2,1993. Eberline, Model E-520 Survey Meter with a pancake probe and GM tube, c. NRC Serial No. 008252, due for calibration on February 26, 1993. Background dose rate measurements were taken with each instrument in unaffected locations and adjacent to each of the facilities prior to performing the independent measurements. The background measurements were the same for each of the locations. They were as follows:

a. Ludlum Model 3 Survey Meter: - Pancake probe-50 cpm

- GM Tube- <0.2 mr/hr open window (0W) <0.2 mr/hr closed window (CW) - Scintillation Probe-2500 cpm

b. Eberline Micro R/hr Meter: 8-10 micro-3/hr
c. Eberline Model E-520 Survey Meter: - Pancake Probe-50 cpm

- GM tube- <0.2 mr/hr OW <0.2 mr/hr CW The efficiency for the Ludlum Model 3 Survey Meter was 15.7%. The efficiency for the Eberline Model E-520 Survey Meter was 15.3%. A comprehensive smear test for removable contamination was taken at each

4 of the facilities formerly occupied by Tison-Pease, Inc. (see Attachments). Two smears (1.75 inch-diameter cloth sampling smears) were taken within each grid or as shown as the attachments. The smears were analyzed with the Eberline's pancake probe and in the Region V counting laboratory, using a Tennelec, Model LB 5100 Low Background alpha / beta-gama counting system. Each of the smears were counted on the Tennelec for ten minutes. The fixed contamination levels were less than the average surface contamination level in NRC Regulatory Guide (RG) 1.86, " Termination of Operating Licenses for Nuclear Reactors." The removable contamination survey consisting of the cloth smears resulted in measurements that were less than minimum detectable activity (MDA). No alpha or beta-gama contamination were identified on any of the smears. All direct surveys resulted in measurements that were less than 5 micro-R/hr above background (8-10 micro-R/hr, inside and outside). In conclusion, no evidence of 10 CFR Part 20 burials or radiation levels above current NRC release criteria prescribed in RG 1.86 was identified. 5. Exit Interview The NRC and State of California inspectors met with the individuals identified in Section 1 of this report at the conclusion of the closecut - survey, and summarized the findings of the inspection. The inspectors informed the current property owner and occupant that the independent radiological survey indicated that the former building facilities occupied by Tison-Pease /Tison Nuclear Corporation did not show any radiacion or loose surface contamination levels above normal background. The inspectors also informed the property owner that the levels were below the current release criteria described in R.G.1.86 and the NRC document, " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material," dated August 1987.
