Background

-Tennessee Valley Authority (TVA) is licensed :mder NRC Materials License Nos.
CNM-1865'and SNM-1883 to receive, possess,-inspect, sand store uranium enriched
{
in the U-235 isotope contained in fuel assemblies and loose rods to be used for the initial core of the Bellefonte Nuclear Plant, Units 1 and 2.
On:
November 18, 1988, TVA submitted an application requesting approval for,'among other things, abolishing'the onsite health physics organization and performing its functions using TVA's corporate Radiological Control (RADCON) personnel.
In view of the construction deferred sh tus of the plant, the NRC approved the request on January 13, 1989.. On June'28, 1990, TVA submitted the cueront
" i application to effect further organizational changes for the radiat un protection functions.

The proposed revision in the radiation control: section of the'11censi reflects-i organizational changes and reassignment of specific functions. Kadiation i
protection support will be provided-by the Radiation Protection Officer (R90) of the Occupational Health and Safety staff of TVA, located offsite 6t Mutcle Shoals, Alabama, about 60 miles fros the plant. The RPO. will-be-ass 3staf by a staff of health physicists and' health physics technicians and will'be responsible for preparing radiological tontrol' procedures, conducting ar4a and 1
contamination surveys, and advising plant personnel.on radiation safety matters. -
The RP0 and thel health physicists-will all; possess at least the minimum -
qualifications of a baccalaureate degree and-2 years' experience in health physics related areas. The RP0 will-also provide personnel during visual inspection of the fuel.
The iesponsibility for providing personnel dosimetry as required and for-calibrating portable radiation protection instrumentation will'be with TVA's Western Area Radiological Laboratory, also located at Muscle ' Shoals, Alabama.
All of the. above functions are at present the responsibility of'the RADCON>
group, who are located 100 miles away in Chattanooga, Tennessee.
