Dear Ms. Bonanno:
In response to telephone discussions between you and Allan Mullins of my staff, enclosed is a copy of a memorandum prepared by the Nuclear Regulatory Commission's Uranium Recovery Field Office which provides additional information on the review process used by NRC in evaluating the radon barrier placement milestone dates submitted by licensecs. These milestone dates were incorporated into the licenses as part of the implementation of the Memorandum of Understanding (M00) entered into in 1991 by the Department of Energy, NRC, and those Agreement States with uranium mill licensees.
We believe that the evaluation process used by NRC resulted in a schedule for placement of the final radon barriers which complies with the "as expeditiously as practicable" criterion in the MOU.
