1.0 INTRODUCTION

By letters dated July 10, 1990 and July 20, 1990, the University of Virginia-requested a change in the Technical Specifications for Facilit License No. R-66 for the University of Virginia Reactor (UVAR)y.0perating and for Facility. Operating License No. R-123 for the University of Virginia' CAVALIER Research Reactor. The' change would update -the- facility organizational chart, and clarify audit functions. 2.0 EVALUATION ORGANIZATION' .tlANGE Both research reactors are located in the same facility and have the same

                             'organizatienti structure. The licensee has updated the organizational charts for,tl.e reactors by providing-the organizational structure for the foreseeable future. The change involves the climination of an intern:ediate cominunication. organizational unit and establishing a direct connunication t

chain between radiation safety / health physics organizations and the reactor facility. ;This change appears to provide for a more direct consunication path < between the radiation safety / health physics organization and the'rt: actor facility. The radiation safety / health physics organization will continue to be . independent from the reactor operations staff. The staff finds this change to be acceptable. i i REACTOR SAFETY COMMITTEE (RSC) AUDIT CLARIFICATION Both research reactors have essentially the sanc audit functions. t. A. change spedfies spot checks of selected records for compliance with reactor operating procedures,' Technical Specifications and license provisions. This clarification maintains the intent of the audit function consistent with licensing requirements, and assures that the requirement is not misinterpreted to mean review of 611 associated records. Further, the proposed change assures consistent wording and audit requirements for both research reactor facilities. The staff finds this chansa to be acceptable. The staff concludes that these changes are administrative in nature and should not adversely affect radiological safety at the reactor facility.

3.0 ENVIRONMENTAL CONSIDERATION

These amendnents involve changes in the category of recordkeeping, reporting, and administrative procedures and requirenents. Accordingly, these amendments neet the eligibility criterie for categorical exclusion set forth in 10 CFR 51.22(c)(10) . Pursuantto10CFR51,22(b),noenvironment61impactstatement or environmental assessnent need be prepared in connection with the issuance of these amendniests.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, th6t: (1) beet::se the amendments do not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident froni any accident , previously evaluated, and do not involve a significant rediletion in a margin of safety, the amendn:ents do not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safet will not be endargered by the proposed activiths,such andactivities (3) y of the public will be conducted in compliance with the Cons...Jnn's regulations and the issuance of these amendraents will not be inimics' ) the comon defense and security or the health and sa(ety of the public.
