SUMMARY

OF MEETING TO DISCUSS HUMAN FACTORS ENGINEERING (HFE) FOR THE AP600 DESIGN On December 13 and 14, 1993, representatives of the Nuclear Regulatory Commission (NRC) and the Westinghouse Electric Corporation (Westinghouse) met to discuss how HFE principles are being applied to the AP600 design. HFE is discussed in Chapter 18 of the standard safety analysis report (SSAR) for the AP600. A list of attendees is enclosed.

At the beginning of the meeting, it was agreed that two subjects (the inspections, tests, analyses, and acceptance criteria (ITAAC) and the emergency response guidelines (ERGS) for the AP600 design) would be addressed during other meetings. Westinghouse indicated that it did not believe that the ERGS were required for design certification. The staff stated that it has concluded that the ERGS were required for design certification, but it was agreed to discuss the subject later.

Westinghouse opened the meeting with a discussion of what portions of Chapter 18 of the SSAR they wanted certified. The applicant stated that they wanted the NRC to certify the scope and process of selected aspects of their HFE program. This approach will allow the designer the flexibility to modify the design of the control room as technology changes.

The staff then described the type and level of detail!of information that will be required to support design certification. The staff then stated that it was willing to certify levels of detail beyond the scope and process should Westinghouse request such action. Other levels of detail that the staff is willing to review for certification include:

the detailed process (including the implementation plan) results for some completed elements (for all control room resources) a results for scme partially-completed elements (for some control room resources), and/or

  • the complete design Information contained in the program review model that is not certified will be addressed in the ITAAC.

Westinghouse was then requested to clarify what portions of Chapter 18 of the SSAR it wanted the staff to certify.

Then the meeting attendees discussed the staff's comments and concerns with Westinghouse's responses to the staff's requests for additional information n N'
