Dear Chancellor Danforth:

This refers to the special inspection conducted by Mr. D. G. Wiedeman of this office on September 13-14, 1993, of your facilities formerly licensed by the Atomic Energy Commission (AEC).

Licensed activities were previously authorized by AEC Special Nuclear Material License No. SNM-00091 and Byproduct Material License No. 24-00063-04. The results of our inspection findings were discussed with Dr. J. Eichling and Ms. Janette Hardin at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during the inspection. The inspection consisted of a selective examination of representative records from the former license file, observations, independent measurements, and interviews with current employees of McDonnell Douglas and Washington University.

Based upon this inspection, we concluded that the use of former landfill sites during the 1960's for disposal of incinerator ash was done in accordance with NRC regulations and your license conditions.

Further, we concluded that all Special Nuclear Material previously authorized under AEC License No. SNM-00091 is accounted for and is currently licensed under NRC License No. SNM-1891.

However, we determined that some time during 1968, McDonnell Douglas Corporation transferred licensable quantities of stock magnesium-thorium (4%

thorium) to Washington University. At the time of the transfer, Washington University did not possess a valid AEC Source Material license. This material has been in storage for the past 25 years in a locked concrete bunker (No.35) at the Washington University, Tyson Research Center.

It is our understanding that this material was transferred by McDonnell Douglas to an authorized recipient for disposal on September 27, 1993.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, and the enclosures will be placed in the NRC Public Document Room.
