Operating License No. NPF-12 Amendment to Technical Specification Change / Clarification of Member / Alternate Ratio Gentlemen:
On July 18, 1990.. South Carolina Electric and Gas Company (SCE&G) submitted a TechnicalSpecificationchangetotheNuclearRegulatoryCommission(NRC).
The change request was proposed to delete Plant Safety Review Committee (PSRC)chairmanandmembertitlesfromTechnicalSpecification6.5
" Administrative Controls / Review and Audit."
After a conversation on July 25, 1990, with Jack Hayes, Project Manager with the NRC, an amendment to this technichi specification has been proposed..The t
proposed change.ts intended to clarify that the majority of voting members in any PSRC meeting shall be appointed members and not alternates. Alternates, including the chairman's alternate, who are participating in voting shall 4
hold a minority vote in all PSRC meetings.
The change request is contained in Attachment 1 of this letter.

The Technical Specification pages with original changes and requested amendment indicated.
L The change to Technical Specification 6.5 has been reviewed and approved by the. Plant Safety Review Committee and the Nuclear Safety Review Committee.
Since the proposed amendment to this Technical Specification change is administrative and is intended to provide clarity, the supporting Safety Evaluation and No Significant Hazards Determinations for the change to Technical Specification 6.5, dated July 18, 1990, is applicable.
Therefore, SCE&G requests Nuclear Regulatory Commission review and approval of this amendment by November 1, 1990.
