SUMMARY
OF AUGUST 17, 1990 MEETING ON SCHEDULES OF CERTAIN PODIFICATIONS COMMITTED TO BE' COMPLETED IN THE UNIT 2 CYCLE 4 REFUELING OUTAGE On Friday, August 13, 1990, a meeting was held'at the headquarters of the Division of Reactor Projects - Region I/II, Office of Nuclear Reactor Regulation (NRR), NRC, in Rockville, Maryland. The meeting was between the NRC staff and TVA's representatives.
It was held at the request of TVA to-discuss the schedule to implement its commitment to complete the modifications needed in the Cable Tray Support Program by the restart of Unit 2 from the-Unit 2 Cycle 4 refueling outage. Enclosure 1 is the list of individuals who attended the meeting.- Enclosure 2 is the handout presented by TVA in the meeting. The following is a summary of the significant items discussed and the actions, if any, taken or proposed.
The Cable Tray Support Program is discussed in Section 2.5 of hdREG-1232, Volume 2.
This safety evaluation report was issued by the staff in its letter dated May 18, 1988 as part of its approval for Units 1 and 2 to restart in 1988 from their extended outages since 1985. TVA committed in its letter dated October 15, 1987 to have the safety-related cable trays meet (1) the interim 1
restart or acceptance criteria before the restart of the units and (2) the Sequoyah Final Safety Analysis Report (FSAR) criteria by the restart of Unit 2.
from the Unit 2 Cycle 4 refueling outage. This outage is currently scheduled to begin in September 1990 and end in November 1990.
TVA requested this meeting to discuss the possibility of deferring the work for Item 2 until after the restart of Unit 2 from this refueling outage. The work for. Item I was completed before the restart of the units in 1988.
The agenda is given on Page 1 of Enclosure 2.
TVA's presentation may be-broken down into the following areas: Overview (Page 2 of Enclosure 2),
History (Page 3), Current Status of Program (Pages 4 and 5), Scope of' Defer-ment from Commitment (Pape 6), Considerations' to Meet Current Unit 2 Cycle 4 Commitment (Pages 7 and 8), Safety Assessment of Deferment (Page 9), and Conclusions (Page10).
TVA stated that it has qualified 91% of the cable tray supurts in Units 1 and i
2 to the FSAR criteria. Therefore, only nine percent of tie total number of cabic tray supports are still under review. They expect approximately 1.3% of the supports will need modifications to meet the FSAR criteria. This would be approximately 60 modifications. 2 building of the units. TVA cyplained that the engineering for the modifica-tions would be completed before the end of the Unit 2 Cycle 4 refueling outage. The rodifications would then be done after the outage and completed before February 28, 1991.
TVA provided a partial list of other work which is scheduled for the Unit 2 Cycle 4 refueling outage on Page 8.sf Enclosure 2.
It stated that completing the cable tray support nodifications in this outage is not necessary because the work can be done while the units are operating and the few supports that may need modifications are qualified to the restart criteria. TVA concluded that this work is an unnecessary resource and control impact on an outage that has a large number of modifications which must be completed without being a significant increase in safety if this work is completed in the outage. TVA ended its presentation with a request that the NRC staff consider its proposal to defer the cable tray support modifications until after the Unit 2 Cycle 4 refueling outage but not later than February 28, 1991.
The staff caucused to consider TVA's request. The staff stated that it would consider TVA's proposal to defer the cable tray support modifications from the Unit 2 Cycle 4 refueling outage. TVA stated that it would submit its request for this defement by August 20, 1990. This ended the meeting.
By letter dated August 20, 1990, TVA submitted its request to defer the cable tray support modifications until af ter the Unit 2 Cycle 4 refueling outage but not later than February 28, 1991. The engineering for the rodifications will be completed before the restart of Unit 2 from this outage.
