,By letter dated January 3, 1990. Portland General Electric Company (PCE) provided certification of the implementation of a Fitness for Duty Program meeting the requirements of Title 10. Code of Federal Regulations, Part 26 (10 CFR 26).

Included in the letter was an attachment which provided a comparison of PGE's drug screening cutoff levels with those established in 10 CFR 26. Appendix A.

In several cases, the PCE limits were more stringent.

Laboratory testing experience with the more stringent levels has shown that the revised analytical methodology necessary to apply existing reagent systems to our cutoff levels necessitates deviation from the manufacturer recommended application. PGE has, therefore, raised the cutoff levels of a number of drugs to allow the testing laboratory to use the manufacturer recommended application. In addition, PCE has determined that those deviations can and have caused delay in obtaining test results.

PCE believes that the higher levels still provide adequate detection of substance abuse; in no cases do the now PCE cutoff levels exceed the guidelines established in 10 CFR 26.

In addition, some drugs that PGE was testing for, which were not required by 10 CFR 26 have been deleted from the program. Attachment A provides a revised comparison of PCE's limits with those of 10 CFR 26.
