By

' letter dated hily 31, 1990, Alabama Power Company submitted a Technical-Specificatio -endment to increase the tube plugging limit from 10% to'an average of 1. th a peak of 20% in one steam generator. To-allow increased flexD lity to accommodate repair of defective tubes, Alabama Power Company has developed an amendment to allow steam generator tube sleeving using a laser velding methodology developed by Westinghouse. This amendment, which is applicable for both Units 1 and 2, is being submitted in conjunction with the tube plugging amendment'. In support of this amendment, Alabama Power Company requested the NRC review and authorize use of ASME Code Case N-395 in a letter dated July 2, 1990.

The proposed changed pages are provided in Attachment 1. The technical justification supporting the proposed changes is provided in Attachment 2 as VCAP-12672 (Westinghouse proprietary class 2) and VCAP-12673 (Vestinghouse proprietary class 3).

Also enclosed with Attachment 2 are a Vestinghouse authorization letter, CAV-90-063, accompanying affidavit, Proprietary Information Notice, and Copyright Notice. VCAP-12672 contains information proprietary to Westinghouse Electric Corporation which is supported by .n affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regolations.

Correspondence with respect to the copyright or proprietary aspects of the items listed above or the supporting Westinghouse affidavit should reference CAV-90-063 and should be addressed to R. A.
