This letter refers to the physical security program inspection conducted by Mr. R. L Albert
of this office on September 28 - October 1,1993, at Lusby, Maryland, of activities
authorized by NRC License Nos. DPR-53 and DPR-69 and to the discussions of our findings
,
held with Mr. L. Gibbs and other members of your staff by Mr. Albert at the conclusion of
the inspection.
Areas examined during the inspection are important to public health and safety and are
described in the NRC Region I inspection report which is enclosed with this letter. The
inspection consisted of selective examinations of security procedures and representative

records, interviews with personnel and observations by the inspector.

We found that your physical security program is effective and directed toward assuring.
'
public health and safety. Based on a review of sevr r..cm enhancements, management
support for the program was evident. No safety concerns or v:olations of regulatory
requirements were identified. However, we noted that an NRC-approved exemption in your -
physical security plan regarding search of on-duty armed security officers was apparently
?
. incorrectly applied at your new access control facility. This matter warrants attention to
prevent similar occurrences in the future.
