SUBJECT: NOTICE OF DEVIATION
NRC INSPECTION REPORT NOS. 50-413/93-28 AND 50-414/93-28
This refers to the inspection conducted by M. Shymlock of this office on
November 1-5, 1993. The inspection included a review of activities authorized
for your Catawba facility. At the conclusion of the inspection, the findings
were discussed with those members of your staff identified in the enclosed
report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection did not reveal violations of NRC requirements.
However,
certain activities having safety significance appeared to deviate from
commitments to the NRC. The deviation and elements to be included in your
response are described in the enclosed Notice of Deviation. We are concerned
about the deviation because you failed to meet commitments to perform analysis
and address recommendations identified in the NRC Station Blackout Safety
Evaluation Report dated January 10, 1992.
We are requesting that you also respond in writing within 60 days and indicate
your proposed plans to develop the calculations to support the implementation
of the Station Blackout Rule.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.

The responses directed by this letter and the enclosed Notice are not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, Pub. L. No.96-511.
