THE NON-POWER REACTOR LICENSING PROCESS This memorandum provides a schedule for completing guidance documents for the i

non-power reactor (NPR) licensing process, as presented in SECY-91-160 and SECY-93-182.

In a staff requirements memorandum (SRM) of April'll,-1991, the Commission-directed the staff to prepare a NUREG report or other form of guidance that-(1) identifies the regulations that apply to NPRs,-(2) provides direction to a

licensees on all aspects of the NPR licensing process, and (3) describes procedures that the staff.will use when reviewing an application.for a license. The staff responded to the SRM in SECY-91-160 and provided a program and schedule for completing these tasks. 3 e status of the program for producing guidance documents for the NPR li ensing process ~ is given in -

SECY-93-182.

In SECY-93-182, the staff states that a complete set of draft guidance documents for licensee comment will be ready by October 30,:1994. Nine chapters will be completed by the end of 1993 and the remaining 10 c! apters by.

October 30, 1994. The enclosure to this memorandum provides additional detail on the status of the chapters and the schedule for issuing them. The format ~

and content guidance and staff review plan and acceptance criteria for :

Chapter 5, " Reactor Coolant System," and Chapter 14,. " Technical Specifications," were sent to NPR licensees for comment on July 12, 1993.

The Commissioners.

The staff estimates that it will expend one FTE of effort to complete issuance of the draft chapters for comment.

The period for comments on the draft chapters will close in April 1995. To ensure that all NPR licensees and interested parties have sufficient time to thoroughly review the draft chapters, the comment period on draft chapters to be released will be six r

months. After evaluating comments, resource needs and a schedule will be developed. The goal of the staff is to issue final NUREG reports not later than August 1995.
