Enclosed for your review is the SALP 11 Report for the Callaway Nuclear Plant,

covering the period February 1, 1992 through September 18, 1993. As discussed

between Mr. J. D. Blosser of your staff and Mr. B. L. Bartlett of this office,

a meeting to discuss this report with you and your staff has been scheduled at '

the Callaway Plant on November 2,1993, at 10:00 a.m. (CST). During this

meeting you are encouraged to candidly discuss any comments you may have

regarding our report. While this meeting is considered a presentation and *

discussion forum between Union Electric Company and the NRC, the meeting will i

be open to any other interested parties as observers. -

In accordance with NRC policy, I have reviewed the recommendations resulting

from the SALP Board Assessment and concur with their ratings. It is my view

that your conduct of activities in connection with 'the Callaway facility was ,

excellent. The foundation of this overall excellent performance was your t

strong management' involvement, teamwork, critical self assessments, and your

experienced, stable and well trained staff. This has resulted in the plant's

excellent material condition and operating record. The areas of Plant

Operations, Maintenance, and Engineering were assigned Category 1 ratings,  ;

reflecting superior performance in these areas. You received a Category 2

rating in Plant Support reflecting good performance in this area. Continuing

challenges in the Plant Support area include improving the offsite dose

assessment and training related to emergency preparedness, and continuing your l

ALARA improvements. ,

The effectiveness of your self-assessment efforts in identifying and

correcting problems was excellent. Specific programs such as safety' system

functional inspections, electrical design assessment, Individual Plant ,

Examination /Probabilistic Risk Analysis, ALARA, and shutdown risk assessment

demonstrated excellent management attention to long-term as well as'short-term

safety issues. The Quality Assurance department continues to enhance its 3

experienced and well qualified staff by rotating personnel into line  ;

organizations and making use of experienced line organization staff members

whenever possible within the QA staff. j

I noted several strong, common themes at Callaway which I believe contributed

to your overall excellent performance. In most departments, it is clear.that i

teamwork and interdepartmental working relationships are given a high  !

priority. I see this particularly in Operations' working relationships with

other . lant organizations. Overall, your organization is experienced, stable

and well trained. Most departments are involved in self assessments and

exhibit a questioning and self-critical attitude regarding their work,

particularly at the department head and senior management level. However, I

also noted some performance lapses in a number of areas which are indicative

of a need for the plant staff to maintain attention to detail on a continuing

basis.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

report will be placed in the NRC's Public Document Room.

Should you have any questions concerning the SALP report, we would be pleased j

to discuss them with you. While no written response is required, if you wish, 1

you may provide written comments within 30 days of the SALP meeting.
