ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed exemption-would extend the time required for performance of a biennial full participation onsite/offsite emergency preparedness exercise from 1990.to early 1991.

The proposed action is in accordance with the licensee's application:for exemption dated May 16, 1990, as' supplemented by letter dated July 24, 1990, 9

10 CFR Part 50, Appendix E, Section IV.F.3 states in part:

Each licensee.at each site shall exercise with offsite authorities such that the State.and local government emergency planst for each operating:

reactor site are exercised biennially, with full or partial participation by State and local governments,.within.the plume exposure pathway EpZ.

The emergency exercise is currently scheduled'for.the week 'of Septem-

- ber 17,1990..The proposed exemption would extend the time for conducting-this exercise to February 1991, an extension ofiless than two months in the. time required by the regulations and an extension of less thanlfive months from the currently scheduled date.

Since 1984, Philadelphia Electric Company has been conducting the required biennial full. participation emergency exercises for both the Limerick -

Generating Station and the Peach Bottom Atomic Power Station during the same year. This has caused logistical and resource utilization difficulties, considering the number of federal, state and-local governmental agencies I

involved in a~ full participation. exercise.

l Environmental Impacts of the Proposed Action:

The proposed exemption from 10 CFR Part 50, Appendix E, Section IV.F.3, will not increase the probability or consequences of accidents, no changes are being made in the types of any ef_fluents that may be released offsite, and there is no significant cumulative radiation-exposure. Accordingly, the Commission concludes that this proposed exemption would resulttin no significant radiological environmental impact. Additionally, it does not.

affect non-radiological plant effluents and has no other environmental ~

impact. Therefore, the Commission concludes that there'are no significant i

non-radiological environmental impacts associated with the proposed' exemption.

l Alternative to the Proposed Action:

J Since the Conunission concluded that there are no significant environmental effects that would result from the proposed action, any

The principal alternative would be to deny the requested exemption. This:

This action does not involve the use of any resources not previously considered in the Final Environmental Statement for the Limerick Generating Station, dated. April 1984 Acencies and Persons Consulted:

The NRC staff reviewed the. licensee's. request and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have'a significant effect on the quality of the human environment.
