Dear Dr. Grace:
The referenced letters request that Carolina Power & Light Company (CP&L) submit a description of the scope of the Emergency Preparedness exercise and objectives to be fulfilled at least 75 days prior to the exercise. The Emergency Preparedness exercise for the Shearon Harris Nuclear Power Plant (SHNPP) is scheduled for May 17-18, 1985.
These dates have been coordinated with the State of North Carolina and Chatham, Harnett, Lee and Wake Counties.
The exercise will consist of a simulated accident at SHNPP which will escalate to a i
general emergency and will involve planned response and recovery actions to include:
emergency classification; notification of off-site organizations and plant personnel; actions to correct the emergency conditions; and initiatinn of accident assessment and protective actions as necessary to cope with the accident. The full-scale exercisf$ vill l
simulate an emergency that results in of f-site radiological releases which requires:-

The objectives of this exercise are to:

Demonstrate adequacy of CP&L SHNPP Emergency Plan and p xedures, tten in compliance with NUREG-0654 and 10 CFR 50.47.

Demonstrate famillarity of CP&L emergency organization personnel with the plant plan and procedures.

Test and demonstrate the adequacy and effectiveness of plant emergency

4.
Demonstrate the necessary understanding of Emergency Action Levels (EALs) and proficiency in recognizing and classifying emergency conditions.

Demonstrate profielency in taking appropriate corrective actions in response to and recovery from an emergency.

Demonstrate effective and proper procedures for alerting, notifying, and reporting to the federal, state, local, corporate, and plant personnel.

Demonstrate timely and effective estiniation and assessment of radiological releases and the radiological consequences of the accident or accidenta. releases.

Demonstrate capability to make on-site and off-site Protective Action Recommendations.
9.
Demonstrate capability to produce public information releases and handle public inquiries.

Demonstrate proper procedures for first aid and handling a contaminated accident victim.
11.
Demonstrate proper procedures for communicating with state and local governments within the plume exposure emergency planning zone (some mmmunications will be simulated).
12.
Demonstrate proper procedures for on-site and off-site radlological monitoring to include collection and analysis of all sample media and provisions for communications and record keeping associated with these survey and monitoring activities.
13.
Demonstrate proper procedures for preparation of reports, messages, and records.
14.
Demonstrate proper procedures for fire brigade response to the type of fire chosen for the exercLse.
15.
Demonstrate ability to continue normal plant activities in a safe manner concurrent with conducting the exercise.
