As requested by your letter dated June 22, 1993, this letter provides the final status of the Waterford 3 activities required by NRC Bulletin 88-11.
Waterford 3 letter W3F1-92-0135, dated May 5, 1992, provided an interim status of these actions.
Specifically, the letter reported that Waterford 3 had completed all actions necessary to address Bulletin items 1.a and 1.b (action 1.c is not applicable to Waterford 3).
In addition,' the letter reported, based on a review of the analysis methodology and the specific 4
geometrical input parameters, that the Waterford 3 surge line was bounded.
i by the Combustion Engineering Owners Group (CE0G) generic bounding analysis to examine the effects of thermal stratification and thermal striping on -
surge line integrity (CEN-387-P, Revision 1).
,a In accordance with the commitment made in our May 5, 1992 letter, Entergy 0perations has updated Waterford 3 stress and fatigue analyses and design specifications to' reflect the loads resulting from thermal stratif.ication as required by Bulletin item 1.d.
The analyses demonstrated compliance with applicable ASME Code requirements.

NRC Bulletin 88-11 Pressurizer Surge Line Thermal Stratification-i W3F1-93-0371 Page 2 December 23, 1993 Finally, the current version of the Waterford 3 in-service inspection plan includes most of the welds on the pressurizer surge line. With regard to the staff recommendation that licensees perform volumetric examinations of -
critical elbow components, Entergy Operations intends to_ continue monitoring the efforts of the ASME Task Group on ISI_ Optimization in this area.
Recommendations or changes that result from this effort will:be evaluated for implementation at Waterford 3.
To summarize, Entergy Operations has completed all of the actions required by NRC Bulletin 88-11.
Taken together, these activities indicate that the integrity of the Waterford 3 pressurizer surge line satisfies ASME Section III criteria for the life of the plant, taking-into account the effects of thermal stratification.
