NOTICE OF VIOLATION r

Maine Yankee Atomic Power Station License No. DPR-36--

During a NRC inspection conducted on October 12 to November 19,.1993, a' violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is-listed below:

Technical Specifications 3.10.A.4, states, in part, that if the CEA deviation alarms -

from both the computer pulse counting system and the reed switch indication system l

are not available, individual CEA positions shall be logged and misalignment checked 1

every 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

Contrary to the above, on November 4,1993, the CEA deviation alarms from both the computer pulse counting system (PANALARM R-1-7u) and the reed switch indicating system (PANALARM R-2-3) were inoperable, and had apparently been in -

1 that condition since the plant startup on October 9,1993, without individual CEA

-i positions being logged and misalignment checked every 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

Commission,' ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the

'i Regional Administrator, Region I, and a copy to the NRC Resident Inspector at the facility 3

that is the subject of this Notice, within 30 days of the date of the letter transmitting this -

Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1) the reason for the violation, or, if contested, the basis for j

disputing the violation, (2) the corrective steps that have been taken and the results achieved, j

(3) the corrective steps that will be taken_ to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time

]

specified in this Notice, an order or a Demand for Information may be issued to show cause

- why the license should not be modified, suspended, or revoked, or.why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given y

to extending the response time.
