Dear Mr. Perry:

This refers to the inspection conducted by Messrs. A. Dunlop and J. L. Hansen

of this office on November 15 through December 3,1993. The inspection

included a review of activities for your Clinton Power Station. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.

,

The areas examined during the inspection are identified in the report. These

areas consisted primarily of a review of the Clinton program for inservice

testing (IST) of pumps and valves and of the effectiveness.of the program . .

regarding the performance of check valves. Within these areas, the inspection

consisted of a selective examination of procedures and representative records,

observations, and interviews with personnel.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Hotice of

Violation (Notice). The violation is of concern because the shutdown service

water pump discharge check valves were not tested in accordance with' the ASME-

Section XI Code and the guidance contained in Generic Letter 89-04 to ensure

the valves were not degrading and would open sufficiently-to pass full flow

under accident conditions. The response to this-concern was both prompt and

comprehensive. The valves were adequately tested, procedures revised, and a

review performed to ensure other' check valves were being properly tested.in

the open direction.

Although 10 CFR 2.201 requires you to submit to this office, within 30 days of

your receipt of this Notice, a written statement of explanation, we note that-

this violation had been corrected and those actions were reviewed during this

inspection. Therefore, no response with respect to this matter is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRC Public Document' Room.
