Dear Mr. Link:

This refers to the routine safety inspection conducted by Messrs. K. R. Jury

and J. Gadzala of this office, from October 26 through December 6,1993, of

activities at the Point Beach Nuclear Plant Units 1 and 2.

Our findings were

discussed with Mr. G. J. Maxfield and members of his staff at the conclusion

of the inspection.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observations.

During this inspection, certain. of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice.

Initiation of a

required shutdown was not reported as required. Although this violation is of

minimal safety concern, it could have been prevented by appropriate corrective

action in response to a previous similar occurrence.

Additionally, the time allowance specified in your General Considerations

Technical Specification to shut down the reactors is a concern, as discussed-

in Section 3.C of the report.

Please include your proposed actions to address

this concern, including the schedule for such actions, in your written

response.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

.In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the enclosed Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, Public Law No. 96.511.

We will gladly discuss any questions you have concerning this inspection.
