1 APPLICATION FOR AMENDMENT TO OPERATING LICENSE The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR-59 for the James A. FitzPatrick l
Nuclear Power Plant. This application is filed in accordance witi Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation.
l This application for an amendment to the James A. FitzPatrick Technical Specification makes changes to section 6.5.2, Safety Review Committee (SRC).
Changes to SRC membership are proposed to delete reference to the Vice President-Nuclear Support, establish Quality Assurance department representation at the Vice President level instead of at the Director level, and add a second consultant. The position of Vice President-Nuclear Support at the Authority is being eliminated as a result of a management reorganization. Establishing OA representation at the Vice President level will provide a more uniform level of management attention to SRC activities. Adding a second consultant will j
enable the Authority to make better use of expertise available in the industry, as needed, to address specific topics.
Another chango involves tha time I.mit for preparing SRC meeting minutes and reports of review / audit activities performed by SRC. The proposed change is consistent with the NRC approved Standard Technical Specifications for General Electric BWR/4 Plants (NUREG 1433).
