day-to-day contacts, and evaluation of the promptness and judgement exercised in the resolution of any unusual situations or problems which arose in the program. The annual appraisal was culminated by a visit to the State laboratory to review records, facilities and equipment, and discuss aspects of the program with State personnel. This report is prepared'as a basis for contract renewal and any recommendations for program improvements.

On September 7-8, 1993, a representative of the U.S. Nuclear Regulatory.

Commission met with representatives of the State of Tennessee's-Division of.

Radiological Health to review activities under NRC Contract No.- 29-83-622.

This contract provides_for a cooperative program for, measuring-radiation-i levels and concentrations of radioactivity in the_ environment around the following selected NRC licensed activities located within the State:

.j Overall Proaram Status The appraisal incorporated a review of the 1992 Annual Report, a tour _ of. the

State Radiochemistry. Laboratory, and a preliminary review of the State's-performance under the 1993 contract. The State'of Tennessee 'has_ fulfilled.all-requirements of the Environmental Monitoring Contract with respect' to sample '

collection. The State has compiled the report for 1992, incluains some' '

incomplete data from the DOE-RESL analyses for Isotopic Uranium. Unavoidable delays in analysis by the RESL were explained to the State personnel and any -

subsequent data provided by RESL will be issued as an addendum.

Since the last contract appraisal visit, there were no significant changes in the Laboratory or the bivision of Radiological Health. The Radiochemistry Laboratory continues to be staffed-by an experienced Chemist in a supervisory-

l position with two additional analysts.

Experienced personnel ~ were in place in:

l the Division of Radiological Health and the workforce appeared to be_ fairly j

stable in those areas. The personnel appeared to be adequate for the present and; future requirements of the State in-the completion'of the contract.-

available training classes, especially the Oak Ridge Associated. Universities (0RAU) Five-Week Health Physics Course and the Environmental Sampling and 1

Laboratory (RESL) in Idaho Falls, -Idaho. The NRC representative. notified the-State personnel that he would contact them at a later date with more~

information on the availability of these and other classes._ The staff Lalso expressed a desire to complete any formal training available from the'E.P.A'.,.

l National. Laboratories such as ORAU, or university courses.

2 Facilities and Eouipment The Radiochemistry Laboratory has continued to utilize equipment such as the Tennelec High-Purity Germanium (HpGe) detector with a nominal efficiency of 36 percent and the personal computer which was added to the Canberra 2400F Low Background Proportional Alpha / Beta Counter. The Laboratory performs all analyses using appropriate methods and techniques as found in EPA 900.1 (August 1980) Laboratory Procedures Manual. The Laboratory participates in all phases of the EPA Cross-Check Program. The EPA Cross-Check Program.has reduced the frequency of some phases of the program and the State Laboratory has continued to participate in all of the remaining phases. Equipment appeared to be calibrated correctly and records were readily available and current. The Laboratory was utilizing all of the equipment.

Performance The NRC Environmental Monitoring Contract requires the State of Tennessee to submit an annual report which includes a summary of all analyses, comparison of results between the State and licensee environmental sample splits, and results of the State's EPA Cross-Check Program for the contract year. This report was received by the Regional office in accordance with contractual requirements, within 120 days from the end of the contract year. The report-itself was complete with the exception of some analytical results which had not been received from the RESL DOE Laboratory. There appeared to be no other problems associated with the report-Any data which is subsequently received from the RESL Laboratory will be issued as an addendum to the Annual Report.

All of the late data from RESL was the alpha spectroscopy analyses for the fuel facility in the State.

In only a very few instances were samples missing and in those cases the circumstances were discussed. These reasons range from equipment malfunctions to weather related problems.

The NRC TLD monitoring program was reviewed with State personnel. During the contract year, the State did not encounter any major problems with collection or shipment.

The NRC representative toured the Radiochemistry Laboratory and counting facilities as well as the Division of Radiological Health offices.

The State of Tennessee, Division of Radiological Health and the Radiochemistry Laboratory were reviewed against the criteria established by the NRC and overall performanca was determined to be satisfactory. Based upon the annual report and the onfite appraisal, the provisions of the contract have been met.
