REQUEST FOR HEADQUARTERS REVIEW 0F CHANGES TO SECURITY AND CONTINGENCY PLANS FOR SAN ON0FRE (CASEWORK CONTROL NUMBERS:
500020631AY, 500020632AY, AND 500020635AY)
During our review of the Southern California Edison Company (SCE), submittals of: Physical Security Plan, Revision 38, dated July 22, 1993; Contingency Plan, Revision 12, dated July 23, 1993; and Physical Security Plan, Revision 38A, dated August 24, 1993, we noted that the changes to the plans may qualify as 50.54(p) changes. However when viewed collectively, we believe the changes require action at the Headquarters level since there appear to be potential policy or safety implications. Accordingly, this submittal is forwarded for appropriate action by your office. Region V has review these submittals and has no objections.
In summary, these changes pertain to a reduction in the security program in almost all areas, based on a defueled condition of Unit One. Standards in which to judge the adequacy or effectiveness of this type of program apparently do not exist. As we understand the current practice, approvals are being made on a case by case basis. We have discussed our referral with E.
McPeek of your staff and have notified the licensee of the. transfer of review responsibilities from the Regional office to Headquarters. A copy of our letterinformingthelicenseeogg n is enclosed.
