Center on December 16,L1993, at 9:00 a.m.

This SALP was conducted under the revised SALP process that was implemented by1

the Nuclear Regulatory Commission on July. 19, 1993. lThe'~re' vised SALP process

rates licensees lin four functional areas: Plant.0perations, Maintenance,'

Engineering, and P1 ant Support'

The overall level of safety performance at the Brunswick facility has

9

significantly improved. .During this SALP period,. corporate and' site ,

<!

management's attention to plant safety resulted in excell.ent oversight (and

1

control of plant ~ activities. The very active role:of management was evidsnced

~,

by a. focus on' safety standards,-significantly improvi material ~ condition of-

j

the. plant-and a very successful operating record for Unit:2 since, initial

1

'

restart in April 1993, as well-as.an' excellent Unit 11 shutdown safety-

1

performance.

For this SALP period, Plant 0perations and-Plant. Support werei

l

rated as superior.;-Maintenance and Engineering were; rated as good.

Significant improvement was observed in the effecti' enessiof Maintenance'

1

v

Programs. The success of. the site self-assessment activities to assure

,

readiness of: Unit 2 to restart from 'a year-long unplanned outage was

y

commendable. Continuing challenges noted by the board include further?

-!

improvement of the work control process; reducing the backlogiof maintenance

q

? procedure deficiencies; providing close oversight of the backlog;ofl

J'

Engineering issues and the- transition'of the Nuclear; Engineering Department ~

,

-

organization- to the site and filling. key vacancies; and the Nuclear.- Assessment'

~

~ Department being'more proactive in conducting assessments before problems are

i

identified. ?Although Plant Operations-was rated as-superior overall due to

excellent performance in several areas, we direct your attention to the

challenges identified in the areas of shift duty assignment administration,

,

and coordination with maintenance activities discussed in the SALP report.

.

Our review of your self-assessment efforts indicates that your line management

[

programs in this area were extremely effective, comprehensive, and

sufficiently detailed to identify and correct previously identified problems

>

with weak performance. Of particular note were your assessments of

,

organizational and safety system readiness prior to Unit 2 restart. The

challenges identified in this report concerning oversight of design

'

engineering activities were exceptions which continued through the SALP

,

period.

In accordance with Section 2.790 of the NRC's " Rules of Practice," a copy of
