Enclosed is the report of the October 26-28,1993 announced inspection of the Calvert Cliffs
Nuclear Power Plant Emergency Preparedness (EP) full-participation, annual exercise led by
Mr. D. Silk. Our inspection findings are based on inspector observations, discussions with your
'
staff, and document review. At the end of the inspection, the preliminary NRC findings were .
discussed with Mr. J. I2 mons of your staff.
Overall, the on-site response to the exercise scenario was good. The crew correctly identified,
classified and declared the event using the appropriate Emergency Action Levels (EALs) in a
timely manner. No overall exercise strengths or weaknesses were identified. Two areas were
,
identified for potential improvement: communications among emergency response facilities and
the configuration of the Operations Support Center. They are discussed in the enclosed report.
