3 ENCLOSURE NOTICE OF VIOLATION I
Maine Yankee Atomic Power Company Docket No. 50-309 Maine Yankee Atomic Power Station License No. DPR-36 During an NRC inspection conducted on June 11 through July 16, 1992, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:
10 CFR 50.9, Completeness and accuracy of information, requires, in part, that information required by statute or by Commission regulations, orders, or license conditions to be maintained by the licensee shall be complete and accurate in all material respects. 1987, which include administrative procedures governing log entries and record retention, be established, implemented, and maintained. Maine Yankee Operations Procedure 1-200-10, Section 4.24, requires that shift records and logs, including the
" Primary Auxiliary Operator at Power" Log, shall be legible, accurate, and complete.
Contrary to the above, the licensee determined that the " Primary Auxiliary Operator at Power" Logs, required to be maintained by Commission regulations and license conditions, were not complete and accurate in all material respects. Specifically, during the period of November 15,1991 through February 15,1992,20 records were identified j
as being incomplete or inaccurate. These errors were material in thu they evidenced that i
