WAIVER OF.CRGR REVIEW FOR EMF-92-081 (TAC NO. M85061)

Enclosed is the safety evaluation report prepared by the Division of Systems Safety and Analysis in which the staff accepts the Topical Report EMF-92-081 for referencing in licensing applications. The staff proposes that the CRGR-review be waived in accordance with the suggested revised procedures it the memorandum referenced above.
EMF-92-081 describes the Siemens Nuclear Power Corporation (SNPC) methtdology for statistical transient analyses, including the statistical development of the trip protective systems, utilized in Westinghouse-type pressurized water reactors.
The CRGR charter states that the CRGR should review each of the staff's approvals of topical reports. However, the staff believes that CRGR review is not necessary because the methods described in EMF-92-081 are conceptually the same as those in SNPC's approved statistical setpoint methodology for Combustion Engineering plants. The primary differences are in the forms of the trip equations and the vendor specific terminology. The method for statistically combining uncertainties is that presented in SNPC's approved Generic Statistical Uncertainty Analysis Methodology.
