SUBJECT:

MEETING BETWEEN PNL AND PROJECT DIRECTORATE FOR LICENSE RENEWAL (PDLR) STAFF REGARDING L-1540 s

On November 9,1993, Ron Parkhill and Harold Polk, PDLR staff members, met with PNL, et al., in their Richland, Washington, offices. The purpose of the meeting was to discuss the activities associated with the preparation of the standard review plan for license renewal (SRP-LR) as described under JCN L1540, Objective 1, Phase 5.

The main focus of the meeting was a discussion on how to streamline the process being used by the three national laboratories (i.e., PNL, BNL, and ANL) involved in capturing the technical agreements from the NUMARC Industry Reports. A summary of the maeting highlights follows:

A brief summary of the current license renewal activities was provided by the NRC.

It was decided that ANL will use the BNL report as the basis for their input instead of having BNL and ANL provide independent reports to PNL.

i ANL will clearly identify areas of disagreement, and also additions, to the BNL report when providing PNL with their final product.

It is not recommended that ANL coordinate their changes with BNL; however, ANL is encouraged to contact BNL only when additional clarification is warranted for their unaerstanding of BNL's position on a specific technical issue. ANL will provide PNL with a single report which identifies the technical agreements in the industry reports, rather than have PNL receive two totally independent reviews that could be cumbersome to incorporate into the SRP-LR.

More communication is needed between the various laboratories. At present, the NRC is acting as a coordinator of the information provided by PNL and the other laboratories. However, PNL is the primary contractor responsible for the SRP-LR and is also responsible for the utilization of the information provided by ANL and BNL. As such, PNL needs to contact ANL or BNL directly to resolve any concerns they may have regarding the information provided to them. ANL's and BNL's actions should be limited to providing the basis of their previously stated positions or a justification why items were omitted. This contact should be documented, with copies of such communication sent in parallel to the NRC technical monitor, along with any additional information provided from ANL or BNL. Ultimately, the draft SRP-LR should be a document whose captured technical agreements have the combined technical support of PNL, ANL, and BNL.

If agreement cannot be reached between the laboratories, then PNL needs to get the NRC directly t

involved at that time.

At the time of this meeting, BNL had provided four inputs and ANL had provided one input summarizing the technical agreements from the NUMARC industry reports. The following NRC staff comments need to be addressed for these inputs, as well as the inputs on the remaining five NUMARC industry reports:

a.

Clearly identify the items where agreements-in-principle (AIP) exist and where they do not.

BNL only identifies where AIP do not exist and ANL does not identify either.

b.

In the acceptance criteria section, it is not apparent when these criteria are just embracing the current regulations or exceeding them.

For example, the input on IGSCC is quite lengthy but much of it could be pre-empted by referencing R.G. 1.44 or NUREG-0313 as was done in the current standard review plan - NUREG-0800.

It is imperative that the final SRP-LR identify when it goes beyond the current regulations and when it relies on them.

The preliminary schedule to which the laboratories should be working is as follows:

BNL - Concurrently submit all of the nine industry report inputs to PNL and ANL, no later than the end of December 1993.

This includes i

incorporation of the recommended changes as discussed above in all nine inputs.

ANL - Submit all of the nine industry report inputs to PNL no later than

two months'after they have been received from BNL.

PNL was requested to incorporate the time-dependent portions of NUREG-0800 into the SRP-LR. A copy of those identified sections was provided to PNL.

The NRC reviewed the PNL charges to the JCN L1540 for the months of i

8/93, 9/93, and 10/93, and found the personnel acceptable and the amount charged to be consistent with the previously submitted monthly reports.
