SUBJECT:

EXEMPTION FROM CERTAIN REQUIREMENT OF 10 CFR 73.55, REQUIREMENTS FOR PHYSICAL PROTECTION IN NUCLEAR POWER REACTORS, FOR THE TROJAN NUCLEAR PLANT (TAC NO. M86776)

By letter dated June 17, 1993, Portland General Electric Company requested an exemption from certain safeguards requirements of 10 CFR 73.55 which were intended for operating power reactor facilities, but which are no longer necessary for Trojan Nuclear Plant in its defueled condition.

l Based on the considerations discussed in the exemption, we have concluded that the information provided and the actions described in the application form an acceptable basis for the granting of an exemption. The Commission has determined, pursuant to 10 CFR 73.5, that an exemption is authcrized by law, will not present an undue risk to the public health and safety, and is consistent with the common defense and security.

The exemption is enclosed. A copy of the exemption is being forwarded to the Office of the Federal Register for publication. Also enclosed is a copy of the Environmental Assessment and No Significant Impact.
