Permanently Defueled Security Plan for the Irojan Nuclear Plant The purpose of this letter is to submit a request for exemption from specific sections in Title 10 of the Code of Federal Regulations, Part 73.55 (10 CFR 73.55), " Requirements for physical protection of licensed nctivities in nuclear power reactors against radiological sabotage", and to submit a proposed physical security plan that encompasses the requirements in the rule that are still applicable to the Trojan Nuclear Plant (TNP).
Portland General Electric Company (PGE) has permanently ceased power operation of the TNP.
PCE provided certification to the NRC on February 2, 1993 that the reactor fuel was permanently off-loaded from the reactor vessel and placed in the spent fuel pool. The Nuclear Regulatory Commission (NRC) issued Amendment 190 on May 5, 1993 which modified the Trojan Operating License to a possession only license (POL).
The plant conditien described above provides a basis for reducing the scope of the physical security plan from that of an operating nuclear power plant as required by 10 CFR 73.
PGE has analyzed the existing plan and determined the potential threats against the plant in the permanently defueled condition, and defined the appropriate response to these threats in the Defueled Trojan Security Plan.
Attachment I contains a request for exemption from various sections of 10 CFR 73.
These exemptions are requested inaccordance with 10 CFR 73.5

Prctective Action Guide.
Attachment III provides the proposed Defueled Trojan Security Plan (Topical Report PGE-1058). This document reflects a level of security commensurate with the security threats associated with a permanently shutdown and defueled TNP.
After approval of the proposed exemptions, the TNP Security Plan (Defueled Condition) will be implemented in accordance with 10 CFR 50.54(p).
Attachment IV provides a copy of the final report " Review of the Physical Security Plans and Recommended Safeguards and Security Enhancements for the Trojan Nuclear Power Plant During the Long-Term Defueled Condition".
This report was prepared for PGE by Sandia National Laboratories.
The proposed Defueled Trojan Nuclear Plant Security Force Training and Qualification Plan (Topical Report PGE-1059) will be transmitted under seperate cover.
Upon NRC approval of the TNP Security Plan (Defueled Condition), The Trojan Quality Assurance Program will be correspondingly amended in accordance with the provisions of 10 CFR 50.54(a)(3).
These changes will be processed as non-reductions in commitments, as NRC approval for these changes will have been received via NRC approval of the TNP Security Plan (Defueled Condition),
Please note that Attachments I-IV contain safeguards information and in accordance with 10 CFR 73.21 this information should not be made available for public disclosure.
PCE requests NRC approval of these plans by August 27, 1993.
