RERADIOLOGICALCONTINGENCYPLAN(RCP)
H Background-By letter dated March 9, 1989, GA requested an amendment to make changes in its RCP which could be viewed as reducing the effectiveness of the plan. On 1
May 25, 1989, GA submitted a revised RCP which superseded the March 9, 1989, submittal. The plan required monthly checks for intact inventory of protective breathing equipment and protective clothing, GA has requested a change to quarterly checks. GA has requested that License Condition 23 be 1
deleted and a new Section 8.5 of the License Specifications be incorporated.
The revised plan (dated June 1988) includes minor changes that clarify, update, and improve the plan without decreasing the response effectiveness.
L Discussion
.By reference, GA has incorporated the dates of the RCP into Section 8.5 of the License' Specifications. This reflects the content of License Condition 23. GA commits to implement, maintain, and execute the response measures of the RCP; maintain implementing procedures; maintain recor_ds of changes that do not decrease the effectiveness of the RCP for a period of 2 years; and report these L
changes to the NRC within 6 months. Approval of the new section and deletion of Condition 23 is recommended.
GA-has_ requested a change.in the frequency of checks for intact inventory of protective breathing equipment and protective clothing from monthly to quarterly. The monthly checks were originally established because the~ subject equipment was under the joint jurisdiction of, and jointly available to, -two-separate, groups.
Each item has now been assigned to a specific group.
Equipment and sepplies can no lonaer be removed from service without the knowledge of;the responsible group. Although the frequency change from monthly to quarterly could be considered a decrease in the response effectiveness of the plan, quarterly inventory checks are adequate to assure that the equipment would be available during an emergency. Approval of the requested frequency change is recommended.
GA has also made a number of changes to the plan that do not decrease the response effectiveness..The site description and boundary were revised to reflect the release of land. Changes were made to reflect the company name change; to update the offsite population and employee numbers; and to revise organization titles, offsite support groups, phone numbers, and facility descriptions. GA has also added two new sections that address bomb threats and terrorism.
The staff has reviewed these revisions to the RCP and agree that the changes do not reduce the effectiveness of the plan.
