SNM-696; Request to Make Change to Radiological Contingency Plan

Dear Mr. Rouse:

General Atomics (GA) recently completed a comprehensive review of its Radiological Contingency Plan.

Section 8.5 of the subject plan requires monthly checks for intact inventory of protective breathing equipuent and protective clothing. Similarly, the plan requires other supplies designated for emergency use to be checked for intact inventory on a monthly basis.

The frequency of these two intact inventory checks was originally established as mnthly in 1984.

At that time, portions of the subject equipnent and supplies were under 1

the joint jurisdiction of, and jointly available to, two separate groups. The two groups were Emergency Services and Health Physics.

However, since about 1986, each item of the subject equipuent and supplies has been assigned exclusively to either Health Physics or Emergency Services, with no item assigned to both.

So, no longer is any equipuent or supplies under the joint responsibility of the; two groups.

Thus, there.is no longer any concern about emergency equipnent or supplies being used or removed from service without,the _

knowledge of the organization responsible for assuring theirl availability when needed.

It thus follows that the frequency for_

m performing the checks for intact inventories need not be so frequent. "

This issue has been discussed with NRC Region V staff during emergency.

preparedness related inspections.

The consensus opinion is that

~T quarterly, rather than nonthly, checks would be entirely adequate.

Accordingly, GA hereby requests approval to amend items 3 and 4 of Section 8.5 of its Radiological Contingency Plan by changing " monthly" to " quarterly." These items would then read as follows:

"3.

Protective breathing equipnent and protective clothing will be checked quarterly for intact inventory."
