NRC INSPECTION REPORT NO. 50-461/93017(DRP)

Dear Mr. Perry:

This refers to the inspection conducted by Messrs. P. G. Broch nan, F. L. Brush,

and C. J. Phillips of this office on August 10 through September 13, 1993. The

inspection included a review of authorized activities for your Clinton Power

Station facility.

At the conclusion of the inspection, the findings were

discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of a selective examination of procedures and

l

representative records, observations of activities in progress, and-interviews-

I

with personnel.

Na violations of HRC requirements were identified during the course of this

inspection.

However, we do note two areas for your continued attention. First, the depth of

the engineering department's recent evaluations of the plant fire zone loadings

and the pressure transients in the shutdown service water system was good.

However, the initial evaluation of the pressure transient issue in 1991 and 1992

was weak. Second, information obtained by quality assurance inspectors was not

always included in final audit reports.

While the responsible supervisor _ was

aware of the concerns, senior management was not and missed opportunities to gain

a better understanding of the facility and its personnel.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.
