July 20,-1990 To Dennis Rathbun From Henry Myers g Ret Sequoyah Cables A July 17, 1990 memorandum from TVA to NRC which refers to safety-related. cables at the Sequoyah plant states:
During a telephone call on July 17, 1990, Jack N. Donohaw of your staff requested that TVA provide the enclosed justification for ;ontinued operation related to safety-related cables installed at SQN.
It is my understanding that this telephone call has not been backed 4
up by a letter to TVA documenting this request.
The concerns'that resulted in the July 17 request for TVA's July
- 17. justification for continued operation were brought to TVA's attention by the NRC.
The lack of a letter from the NRC, if there is in fact no letter. documenting the NRC request for a
justification for continued operation, appears to permit TVA to define the issue.
This is of particular significance in that the matter now under consideration is one that' relates to allegations to the'effect that TVA presented the NRC information pertaining to
-cables at Sequoyah that is inaccurate and incomplete.
If the NRC has-not sent to TVA a letter stating the specific nature of the NRC's concerns and requesting a justification for continued
- operation, what is the explanation for the NRC not having sent' TVA -
such ayletter?
