REQUEST FOR W11HHOLDING INFORMATION FROM PUBLIC DISCLOSURE i
By letter from Commonwealth Edison Company (Ceco) dated October 28, 1993, and General Electric Company's (GE) affidavit dated October 14, 1993, you submitted GE proprietary report NEDC-32258P, "LaSalle County Station, Units 1 and 2,- SAFER /GESTR-LOCA, Loss-of-Coolant Accident Analysis," and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.
GE stated'that the information should be considered exempt from mandatory public disclosure for the following reasons:
Information that discloses a process, method, or apparatus, including supporting data and analyses, where prevention of its use by GE's competitors without license from GE constitutes a competitive economic advantage _over other companies; and Information which, if used by a competitor, would reduce his expenditure of resources or improve his competitive position ir, the design, manufac-ture, shipment, installation, assurance of quality, or licensing of a similar product.
The information identified as NEDC-32258P, is classified as proprietary because it contains detailed results of analytical models -methods and processes, including computer codes, which GE has developed, obtained NRC approval of, and applied to perform evaluations of the loss-of-coolant accident for the BWR.
The development and approval of the loss-of-coolant accident computer codes used in this analysis was achieved at a significant cost, on the order of several million dollars, to GE.
The development of the evaluation process along with the interpretation and application of the analytical results is derived from the extensive experience database that constitutes a major GE asset.

This practice is based on the fact that draft documents

normal review and approval procedures. Also, until.the final document is l
complete it may not be possible to make any definitive determination as-to its.

General Electic is not generally willing to release such a document in such a preliminary form. Such documents are, however, on occasion furnished to the NRC staff on a confidential basis because it is GE's belief that it is in the public interest for the staff to be promptly furnished with significant or potentially significant information.

the document on a confidential basis pending comple-tion of GE's internal review permits early acquaintance of the staff with the information while protecting GE's potential proprietary position and permitting ~GE to insure the i
public documents are technically accurate and correct.
Therefore, we have determined that the document entitled "LaSalle County l
Station, Units I and 2, SAFER /GESTR-LOCA, Loss-of-Coolant Accident Analysis,"
i marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding from public inspection shall not affect the right, if any, of

i persons properly and directly concerned to inspect the document.
If the need' arises, we may send copies of this information to our consultants working in i
this area.
We will, of course, insure that the consultants have signed the j
appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection.should

change in the future such that the information could then be made available 4
for public inspection, you should promptly notify the NRC.
You should also understand that the NRC may have cause to review this determination in the i
future, for example, if the scope of a freedom of Information Act request includes your information.
In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
