Trojan Radiological Emergency Plan Obiectives and Limitations for the 1993 Annual Exercise Attached for your review, please find two copies of the Objectives and Limitations for the Trojan Emergency Plan 1993 Annual Exercise.

These are being submitted in accordance with Federal Emergency Management Agency guidance as presented in Table 2 of FEMA-REP-14, " Radiological Emergency Preparedness Exercise Manual," for the exercise ~ scheduled for November 17, 1993.

The States of Oregon and Washington; Columbia County, Oregon and Cowlitz County, Washington have concurred with the enclosed objectives and limitations.

Portland General Electric (PGE) has submitted to the NRC a request for exemption from certain Title 10 of the Code of Federal Regulations, Part 50 (10 CFR 50) requirements for emergency planning.

PGE has also submitted a proposed Permanently Defueled Emergency Plan (PDEP) to the NRC and the State of Oregon for approval.

PGE currently anticipates NRC and State approval to occur on or before September 17, 1993. -Upon-receipt of these approvals, PGE will work with the appropriate I

state and county agencies to develop a set of objectives applicable to the PDEP.

The following organizations and facilities will participate in the Exercise:

Orcanization and Facility PGE Control Room, Operational Support Center (OSC),

Technical Support Center (TSC), Emergency Operations Facility (EOF), Joint Information Center (JIC), PGE Field Team, and PGE EOC Representatives.

i 2.0 PURPOSE The purpose of the 1993 Evaluated Exercise is to demonstrate the ability of PGE, state and county emergency response personnel to adequately protect the health and safety of the i

public during a simulated nuclear incident at the Trojan Nuclear Plant.

In addition, the conduct of this exercise is to satisfy the requirements of Title 10, code of Federal Regulations, l

Part 50, Appendix E, and guidance contained within NUREG 0654/ FEMA REP-1, Revision 1.

3.0 OVERALL PARTICIPANT SCOPE This is the overall participant scope of play for the November 1993 Trojan Exercise.

3.1 Initial Notification - PGE will classify the event and initiate the notification process.

3.2 Activation - Activation of utility personnel and facilities will be carried out per the Trojan Emergency Plan.

State and county responders and facilities will activate'per their emergency plans as described in the. objectives and limitations section 4.7.

Demonstrate the ability to evaluate the source term and make dose projections based on Plant parameters, onsite or offsite field survey information, meteorological data and other simulated information.

7.

Demonstrate the ability to notify state, local and federal government agencies.

8.

Demonstrate the ability to communicate technical information to the TSC and other offsite agencies.

9.

Demonstrate the capability to perform offsite airborne radiation monitoring and collect field samples (water, vegetation, soil, and air).

10.

Demonstrate the ability to provide coordination and control of the field teams.

11.

Demonstrate the ability to communicate protective actions, event data, and Plant status to the field teams.

12.

Demonstrate the capability to transmit emergency classification, Plant status, dose assessment data, and PARS to offsite agencies.

We have completed our review of the exercise objectives and limitations. The results were discussed during a September 2,1993, = telephone conversation between Ms. G. Good, of my staff,'and Mr. J. Co9per, of your staff.

I understand that all of our questions were satisfactorily explained.

As indicated in your letter, approval of Portland General Electric's

Once the appropriate approvals are received, it will be necessary for you modify the objectives to be consistcnt with the PDEP. Since any modifications -

will also affect FEMA, we request that you keep Mr. Donovan. apprised of changing conditions.

Based on the results of our review, and pending any further~ changes, the exercise objectives and limitations for the 1993' exercise appear to be consistent with current emergency plan requirements and plant conditions.

PORTLAND GENERAL ELECTRIC TROJAN NUCLEAR PLANT 1993 EVALUATED EXERCISE 1.0 PARTICIPATING ORGANIZATIONS The following organizations and facilities will participate in the Exercise:

Oraanization and Facility PGE Control Room, Operational Support Center (OSC),

Technical Support Center (TSC), Emergency Operations Facility (EOF), Joint Information Center (JIC), PGE Field Team, and PGE EOC Representatives.

2.0 PURPOSE The purpose of the 1993 Evaluated Exercise is to demonstrate l

the ability of PGE, state and county emergency response personnel to adequately protect the health and safety of the public during a simulated nuclear incident at the Trojan Nuclear Plant.

In addition, the conduct of this exercise is to satisfy the requirements of Title 10, Code of Federal Regulations, Part 50, Apperidix E, and guidance contained within l

NUREG 0654/ FEMA REP-1, Revision 1.

3.0 OVERALL PARTICIPANT SCOPE l

This is the overall participant scope of play for the November 1993 Trojan Exercise.

3.1 Initiet Hotification - PGE will classify the event and initiate the notification process.

3.2 Activation - Activation of utility personnel and facflities will be carried out per the Trojan Emergency Plan.

State and county responders and facilities will activate per their emergency plans as described in the objectives and limitations section 4.7.

3.3 Field Monitorina - Field team operations.will be conducted _

One PGE team and state teams will j

Activities will include:

(1) Communications between the field teams and EOF.

personnel to include obtaining survey instructions and reporting team radiation exposures.

(2) Radiation surveys.

EOF personnel will demonstrate their ability.to direct and control field team operations.

3.4 Dose Assessment - EOF representatives from PGE and the states of Oregon and Washington _will determine off site

3.5 Plant Assessment - PGE and Oregon Department of Energy will monitor and evaluate Plant conditions on site.-

TROJAN 1993 EXERCISE OBJECTIVES AND LIMITATIONS This letter refers to your August 26, 1993, letter which forwarded the objectives and limitations for the 1993 annual exercise scheduled for November 17, 1993. Since this is a biennial year, objectives and limitations for the offsite agencies were also included in your submittal.

We have completed our review of the exercise objectives and limitations. The results were discussed during a September 2,1993, telephone conversation between Ms. G. Good, of my staff, and Mr. J. Cooper, of your staff.

I understand that all of our questions were satisfactorily explained.

We contacted the Federal Emergency Management Agency (FEMA), Region X, during our review. Mr. R. Donovan had no comments for us to relay to you.

As indicated in your letter, approval of Portland General Electric's Permanently Defueled Emergency Plan (PDEP) is anticipated in the near future.

Once the appropriate approvals are received, it will be necessary for you modify the objectives to be consistent with the PDEP. Since any modifications will also affect FEMA, we request that you keep Mr. Donovan apprised of changing conditions.

Based on the results of our review, and pending any further changes, the exercise objectives and limitations for the 1993 exercise appear to be consistent with current emergency plan requirements and plant conditions.
