FROM: TOM SCARBROUGH NRC AS WE DISCUSSED TODAY, I HAVE ENCLOSED THE CRITERIA USED TO

-EVALUATE THE CAPABILITY OF THE MOVS WITH SMALL VALVE SIZES THAT WERE NOT TESTED BY THE NRC.

THE CRITERIA FOR THE LARGER VALVES ARE PROVIDED IN INFORMATION NOTICE 90-40.

VALVE TYPES NOT TESTED (SUCH AS CRANE) WERE ASSUMED TO OPERATE IN THE SAME MANNER AS.THE l

_ TESTED VALVES THAT REQUIRED THE LEAST AMOUNT OF THRUST.

IN OTHER

'l WORDS, I WAS OPTIMISTIC IN MY ASSUNPTION THAT THE UNTESTED ~ VALVE

WOULD PERFORM SIMILAR TO THE BEST VALVE.

ONLY GATE VALVES WERE EVALUATED.

IDENTIFIED GLOBE VALVES WERE ASSUMED TO OPERATE

-PROPERLY.

AS WE DISCUSSED, DISK TYPES OTHER THAN FLEX WEDGE (THE TYPE IN THE TESTED VALVES) MIGHT IMPROVE PERFORMANCE TO SOME EXTENT, BUT NOT SUFFICIENTLY TO REMOVE ALL OF THE IDENTIFIED CONCERNS.

THE THRUST INDICATED TO BE-REQUIRED FROM THE NRC TESTS (AND ANALYSES FOR SMALL VALVES) WAS COMPARED TO THE TORQUE SWITCH SETTINGS PROVIDED BY THE BWR OWNERS GROUP FOR EACH VALVE.

WHERE

'THE TORQUE SWITCit SETTING WAS SIGNIFICANTLY BELOW THE ESTIMATED l

THRUST REQUIREMENT, THAT VALVE HAS BEEN IDENTIFIED AS A CONCERN.

THE RATING OF THE ACTUATOR WAS COMPARED TO THE ESTIMATED REQUIRED THRUST.

I AM AWARE THAT LIMITORQUE IS IN THE PROCESS OF.

4 INCREASING THE RATING OF ITS ACTUATORS AND I TOOK THAT PLANNED h

INCREASE INTO CONSIDERATION.
