This letter confirms the dates of February 4 through February 8,.

and February-18-22, 1991 for.the=EDSFI at Haddam-Neck.

A pre--

insp0ction visit by the team to the Haddam Necks site is also scheduled during January 22-24, 1991 to review the'availabilityiof documents and to gather-information for this inspection.

Mr. Roy Mathew=of the NRC Region I office...The inspection will take place at the Haddam' Neck site in Haddam, Connecticut.

.A management entrance meeting is-scheduled for 2:00 p.m.Lon February 4, 1991, oat the Haddam. Neck site.-The management exit meeting is: also tentatively scheduled for'11.00-a.m. on February 22, 1991, at the Haddam Neckisite.

The primary objective of this inspection is to determine whether the electrical distribution system (EDS) at Haddam' Neck-would.be capable of performing its intended-functions ~as1 designed, installed, and configured during all plant operating.and accident conditions. A secondary objective is to. assess Connecticut Yankee Atomic Power Company's (CYAPCO) engineering and technical support

I and its interfaces for the operability of the EDS.-

i In order to perform this comprehensive team inspection effectively, we request that CYAPCO'be prepared to' provide, on January 22, 1991',

a presentation which addresses, as a minimum, the following areas:

1.-

CYAPCO's primary organization to include managers, clearly identifying responsibility,_ accountability and flow of authority.

2.

Station AC and DC distribution system arrangements..

3.

Interlocks and ties to various offsite and onsite power sources. Also, lineup of breakers during normal, startup,and

emergency operation of the plant.

Transfer capability of the systems, following the loss of normal sources.

Significant modification packages'related to'the EDS and its mechanical support systems.

Listing of plant calculations.

9.

Engineering calculations: pertaining-to load' control, short.

circuit study, voltage study,--equipment sizing, protective relays and equipment-settings, coordination study, EDG load study, penetration sizing, cable ampacities,-and battery sizing and loadLprofile.-

10.

Listing of procedures and specifications relating to Engineering, Operations and Maintenance.

11.

Procedures and guidelines for design and design change control process and temporary modifications..

12.

Listing of,LERS for the last five years related to the EDS 1

function.

13.

Listing of Temporary Modifications and nonconformance reports.

14.

Battery capacity tests and surveillance tests documents'for last 2 years.

15.

Self assessment reports, QA audits in.the. engineering technical support area.
