1. Changes to Davis-Besse Nuclear Power Station Unit 1. Appendix A Technical Specifications Table 3.7-3.

A. Time required to Implement. This change is to be effective upon NRC approval.

B. Reason for Change (Facility Change Request 82-098). The snubbers were removed with the relocation of Pressurizer Code Safety valves.

C. Safety Evaluation During the 1982 Refueling Outage, the Pressurizer Code Safety Valves were relocated to the top of the pressurizer. The analysis of the piping showed when the valves were relocated that the snubbers on the discharge piping could be replaced with struts. The safety function of hydraulic snubbers is to ensure that the structural integrity of the Reactor Coolant System and all other safety related systems are maintained during and following a seismic or other event initiating dynamic loads.

Snubbers 30-GCC-8-Ill7 were removed and replaced with sway struts. The safety function of the snubbers is now accomplished by the sway struts. Therefore, this is not an unreviewed safety question.
