ESF FILTER TECHNICAL SPECIFICATIONS FOR THE HADDA;' NECK PLANT, MULTIPLANT TASK C-04 The staff has reviewed your submittal of March 21, 1970 concerning ESF Filter Technical Specifications for the Haddam Neck Plant. This subnittal prinarily concerns changes to the Technical Specifications addressing the containment air recirculation systen filtration systen, and also addresses the containment leak rate and leakage from the RHR systen. The staff notes that you have not proposed Technical Specifications for two filter systems for which credit had been assurned in various NRC analysis - specifically the primary auxiliary building filters and the fuel storage building filters.

We are, however, in receipt of copies of your plants surveillance procedure SUR 5.7-18 for the Spent Fuel Building filters and SUR 5.7-17 for the Primary Auxiliary Building filter. We have confirned that you are routinely testing and evaluating those systens in accordance with these p;ocedures to verify that these systems can perform their intended safety functions.

The staff has concluded that the assessment of the need for any additional Technical Specifications involving these systems can be deferred until the Integrated Assessment portion of the Systenatic Evaluation Progran for the Haddca Meck Plant. Multiplant Task C-04 is considered closed for this plant.
