VIRGINIA ELECTRIC AND POWER COMPAN'I NORTH ANNA POWER STATION UNIT Nos.1 AND 2 INSPECTION REPORT NOS. 50-338/86-08 AND 50-339/86-08 REVISION TO VIOLATION RESPONSE 86-08-01 On July 25,1986, Virginia Electric and Power Company submitted a response (Letter Serial No. 447) to NRC violation 86-08-01. The violation involved an authorized contract employee who gained access to the North Anna protected area through an open, although guarded, vehicle gate (sally port) without being i

properly identified, searched, or issued his badge. The response specified that two armed security officers would be present at the protected area gate [ sally port) whenever it was opened to control access, and that only one item or.

vehicle would be processed at a time in the sally port. Security administrative controls have improved significantly since the occurrence of the violation.

Therefore, we are revising certain corrective actions made in that response.

Revised procedures and general orders, enhancements to the Security personnel training program, and routine test exercises which emphasize access controls and security search procedures have effectively reduced the value of requiring two armed security officers to be present at the sally port. Additionally, Security personnel are capable of processing multiple vehicles and other items at the same time as the result of the enhanced training provided.

We are processing revisions to the North Anna Power Station Security Plan implementing Procedures and General Orders to require the presence of only

i one armed member of the security force at the protected area vehicle gate whenever it is opened and to allow the processing of more than one vehicle-and/or item at a time in the sally port.

Revising these corrective actions.will not reduce the effectiveness of the

- Security Program at North Anna Power Station, since the root causes of the initial violation will continue to be addressed. These changes will also allow Nuclear Security resources to be utilized in a more efficient and effective manner.
