Regarding Supplemental Information Pertaining to Emergency Technical Specification Amendment D. Saccomando letter to Dr. Murley dated November 12,1993, transmitting Request for Emergency Technical Specification Amendment
Dear Dr. Murley:
The following documents the conversation that took place between Commonwealth Edison Company (CECO) and the Nuclear Regulatory Commission (NRC) during the reference teleconference. Specifically addressed were Attachment C section 1 of the referenced letter, which dealt with compensatory actions.
The NRC requested that CECO provide justification for the selection of the revised setpoints for the Steam Jet Air Ejectors and the Main Steam Line radiation monitors. CECO response described :
The new alert setpoint for the Main Steam Line monitors was lowered as much as possible, to.2 mR/hr, which is just above background.
(Background radiation levels for that area are typically.1 mR/hr.)

The Steam Jet Air Ejector alarm set point was derived based upon data collected during the Unit 1 C Steam Generator Leak. Braidwood Chemistry trended the radiation monitor readings and the associated chemistry samples. The Chemistry Department used the radiation monitor-readings which were observed at 300 gallons / day (gpd) subtracted background radiation readings and extrapolated radiation readings to correlate to 150 gpd. This extrapolated reading is now used as the revised alarm setpoint.

corresponds to approximately three times the background reading.
1 The NRC asked CECO to clarify the revision to the abnormal operating procedure l
which provided guidance to Operations and Chemistry personnel regarding monitoring to detect increases in leakage rate when known primary to secondary leakage exists. The temporary procedure change to BWOA SEC-8 " Steam Generator Tube Leak Unit 1" contains the following guidance:
When a primary to secondary leak is detected:
Chemistry will perform BwCP 310-4 "SG-Primary to Secondary Tube l
Leak Rate," once per hour if the leak rate is changing. When the j
leak rate is determined to be constant, then chemistry samples will l

i Operations will display group 12 (secondary monitors) on the RM 11 (radiation monitors) and trend once per hour. If the radiation level increases, then Operations will have Chemistry perform a leak rate determination.

Consideration will also be given to moving portable N-16 monitor to j
the affected Steam Generator and checking that monitor once per l
hour. This monitor will be used for trending purposes; therefore, if 1
the reading increases, then a leak rate determination should be made
