Docket No. 50-275, OL-DPR-80 Docket No. 50-323, OL-DPR-82 Diablo Canyon Units 1 and 2 Change 4 to Revision 17 of the Physical Security Plan Gentlemen:
Pursuant to 10 CFR 50.90, the enclosed proposed changes to Revision 17 of the Diablo Canyon Power Plant (DCPP) Physical Security Plan are submitted.
The changes identified and described in Enclosure 1 address the guidance provided in NUMARC 89-01, " Industry Guidelines for Nuclear Power Plant Access Authorization Programs."
PG&E is proposing to change its existing access authorization program to meet the guidelines contained in NUMARC 89-01, while still complying with 10 CFR 73.57, NRL Generic letter 87-10, "Im)1ementation of 10 CFR 73.57, Requirements for FBI Criminal History Chec(s," and the overall committ.,ent a properly screen applicants for unescorted security access to DCPP.
I provides a copy of an internal company memo addre sing the preclusion of subjecting applicants for unescorted security access to a personal credit history check, except on a voluntary basis. provides change pages for insertion into the plan.
