APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC),

holder of Provisional Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license he amended to revise Table 3.3-6, Table 4.3.3 and Section B 3/4.3.3.1 concerning radiation monitoring instrumentation.

'Ihe proposed technical specification changes is set forth in Attachment A to this Application. A safety evaluation is set forth in Attachment B.

The proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility. The change involves a single safety issue, radiation monitoring instrumentation and is in accordance with 10 CFR 170.22 WHEREFORE, Applicant respectfully requests that Appendix A to Provisional Operating License No. DPR-66 he amended in the form attached hereto as Attachment A.
