SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED MARCH 30, 1990, AND SUPPLEMENT DATED AUGUST 24, 1990 1

By letter dated March 30, 1990, and supplement dated August 24, 1990, GA submitted!the "SVA Decommissioning Plan" for NRC review and approval. The approval will be in the form of an administrative amendment to License No. SNM-696.

GA has an approved general decommissioning plan, that was incorporated into the license by Condition 24.

The subject plan provides additional detail as to l

how the decommissionino of a particular building will be c:complished.

During the decomissioning activities, GA plans to maintain the current environmental monitoring program. This program will continue to provide information which can be used to. assess any potential impact from decommis-p sioning activities. Corrective action will be taken if problems are identified.

The environmental impact from the effluents is expected to be insignificant.

All effluents (air, water, sewage) are monitored. While releases may be elevated above normal, no releases above current limits are anticipated with respect to decommissioning, and the impact is not expected to be significant, in the short term, decomissioning activities could result in slightly higher i

releases; however, in _the long term, decommissioning the facility is in the public interest. Decomissioning should not cause adverse impacts to the public health and safety or the environnent.

Therefore, the staff has concluded that the following conditions have been met:

There is no significant change in-the type or significant increase in the amount of any effluents that may-be released offsite, J

There is no significant increase in individual.or cumulative occupational radiation exposure, L

3.-

There is no significant construction impact, and 4.

There is no significant increase in the potential for or consequences from radiological accidents.

Therefore,inaccordancewith10CFR51.22(c)(11),neitheranEnvironmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
