Dear Mr._Haughney:

LOn November ~15, 1989, General Atomics (GA), along with representatives of Bechtel National, Inc. (BNI) and Valley Pines Associates (VPA), met at NRC Headquarters with Ms. Merri Horn and L

-other:NRC staff to discuss GA's intentions regarding the decom-missioning of its HTGR Fuel Fabrication Facility.. This-facility is located in the northern approximately one-half of GA's Build-ing 37, which is also known as Building SVA, or simply, SVA.

=VPA is one of the former owners of GA, and through various agreements, it'has retained the financial responsibility for SVA i

decommissioning.

VPA has contracted with.BNI to be' responsible p

.for and perform certain decommissioning activities.

Thus VPA's and BNI's attendance at.the above mentioned meeting.

Of course, GA aus licensee,- is responsible for ensuring compliance with n

applicable NRC and State of California license requirements and l

regulations.

At-the meeting of November 15, 1989, GA indicated that an i

SVALDecommissioning Plan would be prepared and that it was L

scheduled to be submitted to NRC for review and approval by around April 1, 1990.

Consistent with that schedule, and pur-suant to recent telephone conversations between Ms. Horn and myself, enclosed are two copies of the SVA Decommissioning Plan.

(Three additional copies of the plan are being sent concurrently to Ms. Horn.)

Inasmuch as the facility to be decommissioned was operated under both NRC License SNM-696 and State of California Radio-active Material License 0145-80, copies of the plan are also being transmitted, by copy of this letter, to the State of Cali-fornia Department of Health Services.
