SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON FEBRUARY 27, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on February 27, 2020. The purpose of the meeting was to discuss SNCs request for an alternative regarding the inservice test interval code edition for Vogtle Electric Generating Plant (VEGP), Unit 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20010E841. The request for alternative and discussion topic can be found under ADAMS Accession Nos. ML19304C432 and ML20050D173, respectively. The meeting notice is also posted on the NRC public website.

V. Hall Summary of Meeting:
On February 27, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss IST-ALT-01, which requests authorization to use an alternative to the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(f)(4)(i) and 10 CFR 50.55a(f)(4)(ii) regarding use of the latest edition and addenda of the American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants Code (OM Code) for initial and successive inservice test intervals. The NRC noted it was considering authorizing the alternative for Unit 4 initial fuel load dates prior to January 1, 2022. This considered the alternative request which indicated the Unit 4 fuel loading would follow Unit 3 by approximately 1 year (a Unit 3 initial fuel load date of November 23, 2020, resulting in a Unit 4 initial fuel load date of November 23, 2021). SNC explained that January 1, 2022, may not provide the desired flexibility for unanticipated delays of a complex construction project. SNC proposed November 23, 2022, as the backstop date for the Unit 4 authorization. The NRC staff noted that November 23, 2022 was reasonable, but if Unit 4 was to be further delayed, the NRC staff expectation is that SNC would be required to update the initial inservice testing program interval for VEGP Unit 4 to comply with the requirements of the ASME OM Code incorporated by reference in 10 CFR 50.55a in accordance with the time period prior to initial fuel load specified in 10 CFR 50.55a.
At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
